PROBLEM TO BE SOLVED: To keep network symmetry at transmission speed conversion even if the transmission speeds of devices connected to the network differ.SOLUTION: A speed conversion relay device 101 comprises: a high-speed packet speed conversion buffer 11 which accumulates high-speed packets input to a high-speed port p1 and output from a low-speed port p2; a low-speed packet speed conversion buffer 12 which accumulates low-speed packets input to the low-speed port p2 and output from the high-speed port p1; a packet size measurement unit 13 which measures the size of a high-speed packet; a waiting time calculation unit 14 which calculates the difference between the waiting time of a low-speed packet and the waiting time of a high-speed packet; and a waiting buffer 15 which accumulates high-speed packets during the difference calculated by the waiting time calculation unit 14.
