PROBLEM TO BE SOLVED: To increase an amount of circulating insulating oil and prevent bubbles from being generated in the insulating oil, by increasing the number of revolutions of an agitator. SOLUTION: A metallic or insulated wave-breaking plate (or a wave-breaking material) 21 is provided at or near the level of the insulating oil 12 in a tank 11 to prevent bubbles from entering the insulating oil due to ripple of oil level even if the number of revolutions of fans 16 and 17 is increased, while preventing partial discharge from occurring due to the bubbles with low withstand voltage that is caused by the bubbles flowing into a high-voltage section of an element of a main circuit element section 14. The wave-breaking plate is semi-fixed to the oil level or to the vicinity of the oil level, allowed to move in the vertical direction of a tank, or integrated with the metallic cover 13 of the tank by a metallic fin.
