PROBLEM TO BE SOLVED: To restrain an optical surge in an optical relay amplification device which extends the transmission distance of a PON system.SOLUTION: A pad signal generation device (68) generates a pad signal to be inserted in a free time of an uplink burst optical signal from a subscriber side optical line terminating device ONU (96-1 to 96-n), and an E/O converter (72) converts the pad signal into a pad optical signal. An optical multiplexer (74) multiplexes the pad signal into the uplink burst optical signal. A station side optical line terminating device OLT (10) transmits a pad signal generation instruction signal which instructs a generation time of day and period insertable in a free time of the uplink burst optical signal from the ONU (96-1 to 96-n) to an optical relay amplification device (50). A control frame processing device (66) of the optical relay amplification device (50) lets the pad signal generation device (68) generate and output a pad signal according to the instruction from the OLT (10).
