The purpose of the present invention is to provide an anchor coat material that can be used as an anchor coat between a substrate and a metal deposition film during heat curing treatment. This organic-inorganic complex forming composition, which can be used as the anchor coat material of the present invention, contains the following components: a) at least one type of organic silicon compound (Si1), and/or a condensate thereof, represented by formula (I) RnSiX4-n ...
