A directional electric steel plate and a method for manufacturing the same are disclosed. The method for manufacturing a directional electric steel plate according to an embodiment of the present invention comprises the steps of: providing an electric steel plate before or after forming a primary recrystallization; and forming a groove on the electric steel plate by irradiating a laser beam to the electric steel plate and spraying gas onto the same, wherein the energy density (Ed) and the scanning speed (Vs) of the irradiated laser beam satisfy the following conditions of 1.0 J/mm2≤ Ed ≤ 5.0J/mm2 and 0.0518mm/μsec≤ Vs ≤ 0.2mm/μsec.
