CELL ACCESS METHOD, APPARATUS AND SYSTEM

Embodiments of the present invention provide a cell access method, apparatus and system. The method comprises: when a user equipment camps on a first cell, the user equipment receiving a first signal offset of the first cell and a random access failure threshold of the first cell which are sent by a first base station, the first base station being a base station to which the first cell belongs; the user equipment attempting random access to the first cell, and counting the number of times of the random accesses; and if the number of times of the random accesses reaches the random access failure threshold, the user equipment starting cell reselection and adjustment, the cell reselection and adjustment comprising: adjusting a signal measurement value of the first cell by using the first signal offset. By using the cell access method, apparatus and system provided in the embodiments of the present invention, the problem in the prior art can be solved that service interruption occurs when a user equipment fails in cell random access.
