PROBLEM TO BE SOLVED: To provide a device, a method and a program, which can compress encoded information and can reduce a whole amount of code.SOLUTION: A first encoded bit string decoding section decodes information showing a prediction motion vector to be selected. A prediction motion vector candidate generation section 221 predicts prediction motion vector candidates from any motion vectors of adjacent decoded blocks which are spatially or temporally adjacent to a block of a decoding object, generates the candidates of the plurality of prediction motion vectors and registers them in a prediction motion vector candidate list. A prediction motion vector redundant candidate deletion section 223 deletes the candidates of the prediction motion vectors having identity among the candidates of the prediction motion vectors predicted from the adjacent decoded blocks which are spatially adjacent by leaving at least one from the prediction motion vector candidate list. A prediction motion vector selection section 225 selects the prediction motion vector from the prediction motion vector candidate list in response to information sowing the prediction motion vector to be selected.
