The video encoding apparatus (1) appends decoding delay correction information and displays delay correction information to the encoded video data in order to ensure that a first picture and subsequent pictures in the encoded video data can be continuously decoded and displayed by the video decoding apparatus even when one or more pictures, which are later in the encoding order than the first picture, may potentially be spliced to a trailing end of the other piece of encoded video data which has been discarded. The video decoding apparatus (2) corrects the decoding delay and display delay of the subsequent pictures of the first picture by using the decoding delay correction information and display delay correction information.
