PROBLEM TO BE SOLVED: To perform decomposition of hardly degradable substances or removal of organic dirt highly efficiently at a high speed.SOLUTION: A flat plate-shaped shower plate 12 is disposed above a plate electrode 2 in a treatment tank 1. The shower plate 12 is provided with a plurality of holes 12a. The shower plate 12 drops supplied water to be treated 4 onto the plate electrode 2 through holes 12a as water droplets 4a. Wire electrodes 6a, 6b, 6c are disposed between the plate electrode 2 and the shower plate 12. The plate electrode 2 is electrically grounded. Electric discharge generating means 10 applies a high voltage between the plate electrode 2 and the wire electrodes 6a, 6b, 6c to generate electric discharges 11a, 11b, 11c. |
