PROBLEM TO BE SOLVED: To reduce load on a terminal without impairing operativity of the terminal.SOLUTION: A terminal device 10 receives an information request telegram requesting information to be managed by an information management server 20, adds to the information request telegram a token that is used as a right of access to information and generated by the information management server 20 in association with at least one ticket that is in accordance with at least one situation of a terminal and a user using the terminal and a state change ticket whose state changes as the situation changes among at least one ticket, reserves transmission of new information request telegram when the new information request telegram is received during a period until a token updated on the basis of the state change ticket is received from the information management server 20 after the information request telegram added with the state change ticket is transmitted to the information management server 20, and relays the reserved information request telegram successively to the information management server 20 after the above period and while no state change ticket resides in the terminal 10.
