The second assigning unit, in execution of second communication simultaneously using a plurality of cells with the terminal, assigns, to the terminal, a second identification number as an identification number associated commonly with the plurality of the cells from the predetermined number of the identification numbers excluding the first identification number. The terminal includes a communication control unit. The communication control unit performs the first communication or the second communication by using the first identification number or the second identification number assigned by the base station. |

a base station; and a terminal, wherein the base station includes:

a communication control unit that performs the first communication by using the first identification number assigned by the base station, or performs the second communication by using the second identification number assigned by the base station. |
