PROBLEM TO BE SOLVED: To provide an abnormality determination device, abnormality determination method, and computer program capable of more accurately performing abnormality determination.SOLUTION: A monitoring device 10 performs abnormality determination of a string (photovoltaic power generation panel 1). The monitoring device 10 comprises: a data acquisition unit 23 for acquiring a generation power value of the string; and a determination unit 25 for determining the existence of abnormality in the string S on the basis of a generation power value of the string at determination time at which the abnormality determination is to be performed and a generation power value of the photovoltaic power generation panel 1 acquired earlier than the determination time, of generation power values acquired by the data acquisition unit 23.
