PROBLEM TO BE SOLVED: To calculate an output setting value suitable for a utilization area at high speed regardless of whether a radio access point is disposed.SOLUTION: All combinations of output setting values of radio AP 4A-4C are calculated and for each of all the combinations, a reception field strength at each spot within a floor in the case where the output setting values of the combination are set to the radio AP 4A-4C, is calculated for each of the radio AP 4A-4C. The spot at which the reception field strength is equal to or higher than a predetermined threshold is defined as a covered area and the spot at which the reception field strength is lower than the predetermined threshold is defined as a non-covered area. A combination with a minimum number of non-covered areas and overlapped covered areas is defined as a combination of optimal output setting values. Thus, a communication range in the utilization area of a wireless LAN is kept maximum and optimal output setting values of the radio AP 4A-4C that improve frequency utilization efficiency can be speedily determined. Further, the radio AP 4A-4C are divided into groups and the output setting value is calculated for each group, thereby suppressing computational complexity for calculating the reception field strength.
