PROBLEM TO BE SOLVED: To solve the problem that, in a radio communications system, incoming calls to a terminal increase in a burst manner and fall into a call incoming congestion state.SOLUTION: In the radio communications system including a PBX (telephone exchange), a radio base station and a PHS terminal or a WiFi terminal, the PBX includes a function for presetting a priority in the case of call incoming congestion for each terminal and further monitoring a congestion state level (light congestion level or heavy congestion level) of incoming calls in the case where incoming calls to the PHS terminal or the WiFi terminal increase in the burst manner and the incoming calls fall into the congestion state. Therefore, the PBX executes at least any one of operations, for each priority and for each call incoming congestion level, of: (1) preferentially terminating a call; (2) registering a location in any other area where incoming calls are not congested; and (3) while determining processing contents of extending a waiting time from call incoming to response, performing load distribution by determining processing for each terminal on the basis of the congestion level and the priority in the case where the call incoming congestion is detected. |
