The present invention is a curl-forming device (1) comprising a main body (20) for changing the shape of a band-shaped member (100) and a support (3) for supporting the main body (20) on a holding unit (4) for the band-shaped member (100). The band-shaped member (100) is wound helically inside the holding unit (4). The main body (20) is disposed in a hollow section of the holding unit (4) and draws in and changes the shape of the band-shaped member (100) inside the holding unit (4). The support (3) rotates freely with respect to the holding unit (4) and rotates around the shaft center of the holding unit (4) in connection with the main body (20) drawing in the band-shaped member (100).
