<P>PROBLEM TO BE SOLVED: To provide a sheet processor and an image forming device capable of reducing running costs of them. <P>SOLUTION: A plurality of cut-in parts are formed by a cut-in part forming part 400A provided with a punch 403 and a die 404 in an end part of a bundle of sheets folded by a sheet folding part for folding sheet. The cut-in parts are folded back to bind the bundle of sheets by a pair of delivery rollers 402a, 402b.
