The present invention relates to an apparatus for producing functional water including: a housing forming an inner space; a pair of electrodes which are located in the inner space and perform electrolysis if power is supplied to the electrodes; an electrolyte membrane which is located between the electrodes and separates the inner space into a first chamber and a second chamber; and a third chamber which is arranged to be separated from the inner space and communicates with the second chamber. The second chamber is filled with water to a predetermined height which is the same as or higher than the height of an electrode located in the second chamber. If the height of water becomes more than the predetermined height, the excessive amount of water flows to the third chamber. According to the present invention, efficiency of electrolysis is maximized and water is prevented from undesirably leaking to the outside when the apparatus is being operated or stopped.
