Disclosed are a member database building method and a device thereof. The member DB building device used in an electronic receipt issuing system includes: a terminal management unit which receives terminal identification information from a terminal to join an electronic receipt issuing service; a payment terminal management unit receiving payment information from a payment terminal; a message management unit which receives a payment authorization message, transmitted from a payment server to the terminal, from the terminal, and parses the received payment authorization message to generate payment authorization information; and a member information management unit which compares the payment authorization information and the payment information received from the payment terminal management unit, determines whether the payment authorization information and the payment information is matched, and manages the member DB based on the determined result. |
