PROBLEM TO BE SOLVED: To provide an electroplating cell capable of easy formation of a metallic film and a production method of a metallic film using it.SOLUTION: An electroplating cell 10 includes an anode chamber 12 for retaining an anode chamber liquid 20 and a diaphragm 16 for separating the anode chamber 12 from a cathode 26, and the diaphragm 16 uses a base material subjected to a modification treatment for introducing a carboxylic acid group or its derivative into the base material and is capable of selective permeation of a metal ion contained in the anode chamber liquid 20. The electroplating cell 10 may have a cathode chamber 14 for retaining a cathode chamber liquid 24. A metallic film 28 is formed on the surface of the cathode 26 by using the electroplating cell 10.
