According to an embodiment of the present invention, provided is a communications method of a base station. The base station comprises a step of: calculating a load degree of a network: setting a network state to an overload state, when the load degree of a network is greater than or equal to a first threshold value; calculating a first sum that a user has to pay when the user uses a first service which guarantees service quality, in case that the state of the network is the overload state; calculating a second sum that the user can be compensated when the user uses a second service where the service quality can be decreased, in case that the state of the network is the overload state; and requesting to select any one between the first service and the second service for a terminal, in case that the state of the network is the overload state.
