The present invention relates to the technical field of communications. Disclosed are a method, apparatus and system for measuring signal quality of a cell, which can solve the problem that a UE cannot measure signal quality of a cell on an unlicensed spectrum. The method of the present invention comprises: receiving information of a first unlicensed spectrum resource sent by a base station, the first unlicensed spectrum resource being an unlicensed spectrum resource obtained by the base station by means of contention; measuring, according to the information of the first unlicensed spectrum resource, a first reference signal sent by the base station on the first unlicensed spectrum resource; and sending a measurement report to the base station according to the measurement result. The present invention is applicable to measurement of signal quality of a cell on an unlicensed spectrum by a user equipment.
