PROBLEM TO BE SOLVED: To achieve efficiency of processing which is performed for every flow, and distribute load applied to servers.SOLUTION: Movement of virtual machines among plural servers, is controlled. A control part 40 comprises: an acquisition part 61; a selection part 62; and a transmission part 41. The acquisition part 61 acquires a result in which, pieces of data which are transmitted and received on each of the plural server, are classified to a flow for every destination for every virtual machine. The selection part 62 selects a movement object which is the virtual machine to be moved from the first server in which, a number of the virtual machines in utilization is relatively large among the plural servers, to the second server, from the virtual machines in utilization in the first server. At the time, the selection part 62 selects the virtual machine having a larger number of processing of the flow which is transmitted and received on the second server, in priority. The transmission part 41 transmits a control packet for moving the movement object to the second server. |
