PROBLEM TO BE SOLVED: To provide an optical element capable of increasing the light intensity of incident light with plural wavelengths and also decreasing the design costs.SOLUTION: The optical element increases the light intensity of an electromagnetic wave with first and second wavelengths and comprises a first region having a first complex dielectric constant and second and third regions each having a second complex dielectric constant. The second region is arranged in a first period to form a first lattice shape, and the third region is arranged in a second period different from the first period to form a second lattice shape different from the first lattice shape. The first period is determined on the basis of the first wavelength and the first and second complex dielectric constants, and the second period is determined on the basis of the second wavelength and the first and second complex dielectric constants.
