A polarization control device and a polarization control method. The polarization control device comprises a polarization beam-splitting unit (110), a first phase shifter (120), a combiner (130), a waveguide (140), a waveguide (150), and a waveguide (160). The polarization beam-splitting unit (110) is used for splitting input light into two paths of TE-mode light or two paths of TM-mode light. The first phase shifter (120) is used for adjusting the phase of light input to the first phase shifter (120). The combiner (130) is used for adjusting a splitting ratio of the combiner (130), and combining the two paths of TE-mode light or the two paths of TM-mode light input through a first input port and a second input port of the combiner (130) into one path of TE-mode light or one path of TM-mode light. By using the polarization control device and the polarization control method, the efficiency of polarization control can be improved.
