[Problem] To provide a new traffic-offloading technology for a communication system. [Solution] This communication apparatus is provided with the following: a first means that, from among a plurality of network nodes including a first network node that performs prescribed signal processing in a first network and a second network node that uses a virtual machine to perform the functions of the first network node in a second network, selects the second network node for a terminal that is capable of autonomous communication with another device; and a second means that transmits communication data pertaining to said terminal to the selected second network node.
