A valve and an oil loading and unloading system having the same are disclosed. According to one embodiment of the present invention, the valve comprises: a body unit provided to one side of a pipe; a pressure setting unit provided to the body unit and setting set pressure; a valve disk selectively opening and closing the pipe and having a penetration hole to enable a fluid flowing the pipe to pass through when the pipe is sealed in order to increase the pressure of a front end; a driving disk moving inside the body unit in accordance with the set pressure and the pressure of the rear end of the valve disk in order to guide the valve disk to selectively open and close the pipe; and a stem connecting the valve disk and the driving disk.
