FIELD: physics.SUBSTANCE: method includes prolonged exposure of a local region of the atmosphere to a thermal beam of focused solar flux. The beam is obtained using an optical lens with multi-kilometre dimensions. The lens is created in the ionosphere upon exposure thereof to a directed beam of microwave radiation with a variable wavelength and radiation power to control permittivity of the ionosphere. The radiation frequency must be lower than critical frequency.
