PROBLEM TO BE SOLVED: To solve the problem in which it is impossible to estimate a future congestion degree.SOLUTION: A congestion degree estimation server is configured to: analyze a video image received from monitor cameras on a plurality of roads to calculate a current congestion degree from the number of persons and an area of the road; average the congestion degree calculated from the monitor camera included in a prescribed area, and calculate the current congestion degree of the prescribed area; estimate an increment of a future congestion degree from event information; estimate the future congestion degree in the prescribed area by calculating a sum of the calculated current congestion degrees and the estimated increment thereof; and externally transmit the estimated future congestion degree in responce to a request. |
