PROBLEM TO BE SOLVED: To provide a method for producing a functional element which allows continuous high-precision printing to be made possible, and to provide a printing device.SOLUTION: The method for producing the functional element comprises: a preparation step of preparing a letterpress plate having a first resin-containing patterned projection part and a blanket having a second resin-containing second resin layer; a transfer layer formation step of applying a coating liquid for forming a functional layer onto the second resin layer of the blanket and drying the applied coating liquid to form a transfer layer; a primary transfer step of bringing the second resin layer of the blanket into contact with the projection part of the letterpress plate while interposing the transfer layer therebetween to completely transfer the transfer layer of the blanket only to the projection part of the letterpress plate; a secondary transfer step of completely transferring the transfer layer of the projection part of the letterpress plate to a base material for forming the functional layer to form the functional layer; and a removal step of completely transferring the transfer layer remaining in the blanket to another base material for cleaning. The projection part of the letterpress plate has hydrophilicity similar to or higher than that of the second resin layer of the blanket.
