The present invention provides a method and an apparatus for controlling uplink transmission power by considering transmission power of a random access channel in a small cell environment. A terminal transmits a random access channel to a first base station, transmits uplink transmission power information considering transmission power of the random access channel to a second base station, and transmits information for reporting transmission of the random access channel to the second base station.
