PROBLEM TO BE SOLVED: To provide: a grinding wheel that can reduce occurrence of fractures at edges of a workpiece during a cutting process, and is usable for a long term; and a cutting tool having a cutting edge processed by the grinding wheel.SOLUTION: A grinding wheel 1 has a grindstone part 3 formed by bonding abrasive grains with a binder. On a polished surface in a cross section of the grindstone part 3, a plurality of peaks exist in a grain diameter distribution of the abrasive grains. A grain diameter ratio dp (p1/p2) of a grain diameter p1 of a peak top of a small grain diameter and a grain diameter p2 of a peak top of a large grain diameter is 0.01-0.6. An area ratio sp (s1/s2) of an area s1 of a small grain diameter peak and an area s2 of a large grain diameter peak in the abrasive grains is 1.2-9. |
