PROBLEM TO BE SOLVED: To provide a developing device that can efficiently consume a toner of a small particle size without increasing toner consumption more than necessary during forcible consumption of the toner, and an image forming apparatus including the same.SOLUTION: A developing device can execute a toner forcible consumption mode of discharging a toner on a toner carrier to an image carrier during non-image formation to form an image for toner forcible consumption on the image carrier, uses a pulse blank bias or a pulse bias having pulse parts and pause parts as a developing bias for formation of an output image, and uses the blank pulse bias as a developing bias for formation of the image for toner forcible consumption. The developing device makes variable, from the developing bias for formation of the output image, settings of at least one of the pulse parts and pause parts in the developing bias for formation of the image for toner forcible consumption. |
