Disclosed is a system on chip which can adaptively control a bit rate. The system on chip of the present invention comprises: a CPU for comparing bit rates of a first reference and a previous frame and outputting a first parameter; a spatial filter for controlling a cut-off frequency by using the first parameter, filtering a high frequency component included in the current frame by using the controlled cut-off frequency, and outputting the filtered current frame; and a video codec for controlling the bit rate of the current macroblock included in the filtered current frame by using a second parameter which is generated according to a comparison result of the bit rates of a second reference and the previous macroblock included in the filtered current frame.
