PROBLEM TO BE SOLVED: To provide a communication system that performs multi-hop communication by connecting a master unit and a slave unit in fixed relations according to the intention of a manager without increasing a burden on the manager.SOLUTION: A communication system includes a plurality of master units and a plurality of slave units. Each master unit comprises a radio communication circuit and a power line communication circuit. Each slave unit comprises a power line communication circuit. Each slave unit is connected to one of the plurality of master units by multi-hop power line communication involving one or more slave units. A master unit includes at least one main master unit 21-1 and at least one sub master unit 22-2, 22-3. Each sub master unit 22-2, 22-3 is connected to the main master unit 21-1 by multi-hop radio communication involving one or more sub master units. Each slave unit connected to each sub master unit 22-2, 22-3 by power line communication communicates with the main master unit 21-1 by multi-hop via the sub master unit connected to the slave unit by power line communication.
