The present invention relates to a startup circuit and a power supply device using the same, capable of reducing consumption power by reducing the quantity of leaked currents. The startup circuit includes: a bias part connected between first and second power supplies, and making a first current flow from the first power supply to the second power supply in response to a predetermined voltage; a first start part operating a second current by being connected to the bias part, applying the predetermined voltage to the bias part due to the second current, and stopping the operation of the second current when a voltage of the second power supply reaches a first voltage by receiving the voltage of the second power supply; and a second start part operating a third current by being connected to the bias part, applying the predetermined voltage to the bias part due to the third current, and stopping the operation of the third current by receiving a stop signal.
