The present invention provides a solar cell and a method to manufacture the same. The solar cell comprises: a first electrode; a second electrode; a photoactive layer prepared between the first electrode and the second electrode; and an electrode buffer layer prepared between the first electrode and the photoactive layer. The buffer layer comprises a matrix including a metallic oxide and one or more metal particles, and the metal particles are in direct contact with the metal particles.
