Provided is a semi-submersible offshore structure. According to an embodiment of the present invention, the semi-submersible offshore structure comprises a heave damper which effectively generates damping effects in response to heave motion reduction required for performing a task under the surface of the sea. The semi-submersible offshore structure comprises: a pair of pontoons located in a lower part of the structure; a plurality of pillars erected on the pontoons; an upper deck box supported by the pillars; and the heave damper installed on rails.
