According to the present invention, provided are a TBM cutter head and a method for arranging a disk cutter on a spoke. The TBM cutter head, which is used for ground excavation, comprises: a spoke (200) protruding from the upper surface (110) of the main body (100) of a cylindrical cutter head toward a cut surface (10); and a disk cutter (300) mounted on the surface of the spoke (200) to excavate the cut surface (10). The spoke (200) includes: multiple main spokes (210) formed in a shape with a predetermined width (D) from the center of the upper surface (110) to the outer circumference surface of the upper surface (110); and auxiliary spokes (220) formed between the multiple main spokes (210).
