PROBLEM TO BE SOLVED: To provide a new device capable of being utilized as a base-isolating device for absorbing a shock of an earthquake, as a power generation device, and as an emergency domestic water supply device when needed.SOLUTION: A base-isolating device comprising a power generation function is configured as follows: a space B for forming a water storage tank is excavated in a ground surface corresponding to an undersurface of a construction A requiring aseismic base isolation; a bag body 2 for accommodating a fluid medium, which is formed of a flexible material, is housed in the space B; the construction A is received by the bag body 2; and a generator 5 is configured to be connected to the fluid medium outflow side of the bag body 2. |
