The purpose of the present invention is to provide an organic-tin-free cationic electrodeposition coating material composition which does not contain an organic tin compound and is capable of ensuring good curability of a coating film under the same firing conditions currently in use, and a catalyst for the composition. Through the present invention, there is provided a catalyst for an electrodeposition coating material composition containing a bismuth compound (A), the bismuth compound having a ligand prepared from a β-diketone represented by chemical formula (1).
