PROBLEM TO BE SOLVED: To shorten a design time.SOLUTION: A storage section 1a stores design data X1 representing a layout of an integrated circuit. An arithmetic section 1b generates design data X2 formed by generating a simplified dummy metal group with respect to the design data X1. The arithmetic section 1b generates a non-simplified dummy metal group for the design data X1, the layout of which has been corrected according to timing verification using the design data X2, to generate design data X3 for use in the timing verification.
