PROBLEM TO BE SOLVED: To limit unnecessary change of setting information by only field equipment.SOLUTION: A propriety information storage part 10 stores propriety information indicating propriety of change of the setting information for every kind of setting information, in association with contents of maintenances, in which a first kind maintenance is a maintenance followed by opening inspection of a control valve and a second kind maintenance is a maintenance not followed by opening inspection of the control valve (tables TB1, TB2). When there is a change request to the setting information, a permission inhibition determination part 12 refers to history of the maintenances stored in a maintenance history storage part 11, and according to propriety information (tables TB1, TB2) stored in the propriety information storage part 10, determines permission and inhibition of change to the setting information to which the change request is required. |
