PROBLEM TO BE SOLVED: To suppress noise of a prediction signal.SOLUTION: In an image prediction coding method, one or more sets of motion information, comprising two pieces of motion information where any value of structural elements is different among a plurality of pieces of motion information stored in motion information recording means, are derived. By using the two pieces of motion information of the set selected from one or more sets of motion information, a predictive signal of a target region in an image is generated by means of motion compensation. The two pieces of motion information of the selected set are stored in the motion information recording means for generation of predictive signals of other regions.
