PROBLEM TO BE SOLVED: To make it possible to perform network changeover from the user side of a network to securely acquire real time video from a remote location to share information among a plurality of terminals even in the case of disaster.SOLUTION: A client terminal 3 detects whether a network N is in a pre-congestion state, which is a stage before the network becomes in a congestion state, or not on the basis of statistical information received from a statistical log server 9b; displays information received from a video/voice server 9a; receives, as input, changeover operation for changing a network band and path allocation; and comprises limitation command creation means for transmitting a band control mode changeover command and a path control mode changeover command to a network controller 5, when the changeover operation is performed in the network N being in a pre-congestion state. The network controller 5 comprises a path control unit 17 for performing band limitation and path allocation on the network, when the band control mode changeover command and the path control mode changeover command are received from the client terminal 3. |
