The present invention relates to an anaerobic acid fermentation apparatus for disposing and recycling organic waste sludge (waste solid materials) generated in a sewage disposal process, and to a method for producing anaerobic organic acid using the same. More specifically, the apparatus of the present invention is configured to produce a high efficiency organic acid in a process of stabilizing and reducing solid materials. The multi-step partition type anaerobic acid fermentation apparatus comprises: an agitation tank (2) in which anaerobic acid fermentation of a waste sludge mixing solution introduced is performed by the stirring in an anaerobic state; and a multi-step partition type baffle tank (3) which is included on the rear side of the agitation tank (2), and in which precipitation and solid liquid separation of the mixing solution passing through the agitation tank (2) are performed. The multi-step partition type baffle tank (3) includes a division space set having a downward space on the front side thereof and an upward space on the rear side thereof while having an open lower-end partition whose lower end is opened, placed therebetween. The precipitation and solid-liquid separation of the solid materials are performed as the mixing solution introduced from the agitation tank (2) alternately and successively passes through the downward space and the upward space. The waste sludge precipitated in each separation space set is returned to the agitation tank (2) through a returning pipe, and the waste sludge in a rearmost division space set is discharged to the outside through a sludge outlet and disposed. In an upper part of a rearmost upward space, disposal water, which is a supernatant, is discharged through an upper outlet.
