After forming a raw blank by regularly forming the steel material, the raw blank is pressed by a metal mold in such a manner that the hardening starting temperature T(°C) satisfies 986-50×Mn&le;T&le;T, and the hardening finish temperature T(°C) satisfies 184-62×Mn&le;T&le;373-76.2×Mnand an average cooling speed V(°C/s) between the temperature T-Tsatisfies V&ge;21-6.2×Mn, and the raw blank is forged in a predetermined shape, and is quenched at the same time. After finishing die quench, a forged member is air-cooled.
