PROBLEM TO BE SOLVED: To provide a polymer actuator which is excellent in flexibility and expansion rate, capable of being driven even in a low electric field and has low bleeding properties.SOLUTION: Disclosed is a polymer actuator 1 constituted of polyurethane elastomer 3 formed of a polyurethane elastomer composition containing a polyisocyanate component, an active hydrogen component and a catalyst. The polyurethane elastomer composition contains a mono-ol compound containing one active hydrogen group in a molecule with a concentration of 0.20 to 1.00 meg/g.
