<P>PROBLEM TO BE SOLVED: To support a schedule formulation of a manufacturing process having a plurality of multi-stage processes of different processing capabilities and manufacturing a plurality of types of products with different rates of occurrence for the different processes, in combination, by probabilistically calculating the fluctuation in a time required for passing each step and the fluctuation in the number of work in process. <P>SOLUTION: A queueing model is constructed for representing a time W required for passing each step by the following expressions (101) and (102) using a probability P<SB POS="POST">B</SB>of the facilities being in process, a capacity usage factor ρ<SB POS="POST">X</SB>, facility pause rate ρ<SB POS="POST">Y</SB>, an average processing time E<SB POS="POST">X</SB>, an average downtime E<SB POS="POST">Y</SB>, a processing-interval dispersion rate C<SB POS="POST">SX</SB>, a pause-interval dispersion rate C<SB POS="POST">SY</SB>, and a working ratio ρ<SB POS="POST">L</SB>of the previous processing.
