PROBLEM TO BE SOLVED: To provide a technique for achieving efficient beam formation in 3D MIMO.SOLUTION: To provide a base station having a beam formation unit for forming a plurality of directional beams in accordance with a predetermined beam arrangement, a transmission and reception unit for transmitting a reference signal by means of the plurality of directional beams thus formed, and a feedback information acquisition unit for acquiring feedback information from a user device which received the reference signal.
