PROBLEM TO BE SOLVED: To provide a sheet production apparatus which can produce a sheet having a function different from that of a raw material when recycling is performed a plurality of times and a sheet production method.SOLUTION: A sheet production apparatus 120 has: a fibrillation unit 20 configured to fibrillate a raw material 1 comprising at least fibers; an addition unit 32 configured to add an additive to a fibrillated material that is fibrillated by the fibrillation unit 20; and a sheet formation unit 40 configured to form a sheet S by binding a plurality of fibers with each other through the additive. The sheet production apparatus 120 can produce a sheet S having a lower density in a case where the number of times the raw material 1 is recycled is more than that in a case where the number of times the raw material 1 is recycled is less.
